On June 30, 2004 the Commission released an interim report for public discussion. Although the Commission's recommendations differ in some respects from the proposals in the interim report, it does form part of the final report.
The interim report is available for download as a PDF file; this requires the free Adobe Reader to view. The report, with maps, is 8.1MB in size, and could take up to 15 minutes to download over a dial-up connection.
